Abstract: The “Master of POLLUB Administration MPA – comprehensive development program for the administrative staff of the Lublin University of Technology” project is a multidimensional development initiative aimed at permanently strengthening the management, organizational, and quality potential of public universities. The project responds to the contemporary challenges facing higher education, resulting from advancing digitalization, growing regulatory requirements, pressure for efficiency, the need to implement sustainable development principles, and the increasing complexity of managing a large knowledge organization.

The main objective of the project is to improve the competences of the management and administrative staff of the Lublin University of Technology in key areas of the functioning of a modern organization, while strengthening the quality of administrative, decision-making, and communication processes. The project aims to provide support to 286 people in managerial positions and those involved in administrative processes at various levels of the university's organizational structure. Thus, the project treats administration not as a technical support function, but as an integral part of the university's management system, jointly responsible for the implementation of its educational, scientific, and social mission.

The scope of project activities includes a coherent and logically linked competence development program, designed on the basis of an assessment of the training needs of managerial and administrative staff. The first key area of intervention is the professionalization of management, understood as the development of managerial competencies in project management, change management, leadership, teamwork, and human resource management. This area is of fundamental importance for management and quality sciences, as it concerns the improvement of mechanisms for planning, coordinating, and controlling organizational activities, as well as building effective decision-making structures in public institutions.

The second important area of activity is the digital transformation of administration, including the development of digital and analytical competencies and the ability to use modern IT tools and solutions based on artificial intelligence. The project is not limited to learning how to use tools, but focuses on the quality of information processes, standardization of documentation, automation of administrative work, and the responsible use of data in decision-making. Thus, digitization is treated as an element of improving the quality of management, and not merely as technological modernization.

Another area of the project is security and responsibility in the digital environment, covering issues such as data protection, cybersecurity, digital hygiene, and data analysis and interpretation. These activities are directly in line with quality and risk management, strengthening the organization's ability to operate safely in an information-based environment and to build an organizational culture based on responsibility and regulatory compliance. The project also covers green transformation, understood as the development of competencies in the field of sustainable resource management, circular economy, and the implementation of pro-environmental standards in the daily functioning of the university. This area is managerial and qualitative in nature, as it concerns strategic organizational decisions, process optimization, and responsible management of public resources in accordance with ESG principles and European Union policies.

An important element of the project is also the development of communication and internationalization skills, including the professionalization of institutional communication, building relationships with stakeholders, creating high-quality digital content, and developing language and intercultural skills. These activities strengthen the quality of the university's internal and external relations, improve image consistency, and increase the organization's ability to function in an international environment. The above activities are complemented by areas related to transversal competences, including time management, personal productivity, interpersonal communication, mental resilience, and work ethics in public administration. These areas support the quality of the organization's functioning by strengthening human capital, reducing the risk of burnout, and building an organizational culture based on trust, transparency, and responsibility.

The project clearly falls within the discipline of management and quality sciences, as its essence is to improve management, organizational, and quality processes within an organization. The subject of the project is the management of the unit, its resources, processes, and relationships, rather than the development of technology as such. The project uses a process-based, systemic, and pro-quality approach characteristic of management and quality sciences, focusing on efficiency, effectiveness, continuous improvement, and building organizational resilience.

The result of the project will be a lasting improvement in the quality of management at the Lublin University of Technology, improved efficiency and transparency of administrative processes, increased organizational readiness to implement innovations, and a strengthened organizational culture based on data, quality, and accountability. The project is an example of the practical application of management and quality science in the higher education sector, combining strategic, operational, and quality perspectives to strengthen the institutional capacity of the university in the long term.
